Upcoming Consultation on Regulations for Prompt Payment

The BC government is expected to begin consultation with stakeholders soon on the Construction Prompt Payment Act, which received Royal Assent in November 2025.

 

This consultation will guide the development of associated regulations, education and awareness campaigns, and the timeline for when the Act will be brought into force. 

 

CHBA BC previously developed a position paper upon the introduction of this legislation. In the upcoming consultation, we will urge government to: 

  • delay bringing the Act into force for as long as possible to allow builders time to make the necessary internal administrative changes; 

  • implement a multi-year phased approach that begins with prompt payment in public projects; and 

  • generate clear requirements for what constitutes a “proper invoice”, along with other implementation reccomendations.

Heritage Conservation Act Transformation Project Consultation Update (HCATP)

CHBA BC is now engaged in the latest stage of consultation on the HCATP, following the government’s March 2026 update and CHBA BC’s submission of its response on April 23, 2026.

Implementation of the Pay Transparency Act is Coming in November

By  November 1, 2026 all employers with 50 employees in B.C. or more must complete a pay transparency report, in accordance with the Pay Transparency Act.

First Public Review Opens for 2030 National Model Codes

The Canadian Board for Harmonized Construction Codes (CBHCC) has published the first public review of the 2030 code cycle.

 

The proposed changes to the National Model Codes in this public review address several topics, including: the certification of prefabricated buildings, modules, and panels; prescriptive energy efficiency requirements for demonstrating compliance with Energy Performance Tier 2; and the following:

  • Accessibility

  • Airtightness

  • Automatic sprinkler systems

  • Drainage systems

  • Fire protection

  • Heating, ventilating, and air conditioning (HVAC) systems

  • Plumbing materials and equipment

The public review runs from April 27 to June 22, 2026. Those interested can submit comments on the proposed changes here.

 

The public review gives Canadians and interested organizations a chance to help shape the National Model Codes. After the review, comments will be assessed by the relevant code development committees and recommendations on the proposed changes will be made to the CBHCC. Approved changes will be included in the 2030 editions of the Codes, which provinces and territories may adopt or adapt into their regulation.
