CHBA BC, UDI Present Prompt Payment Concerns to B.C. Ministers
CHBA BC, in partnership with the Urban Development Institute (UDI), sent a joint letter to Attorney General Niki Sharma and Housing and Municipal Affairs Minister Christine Boyle detailing shared concerns with proposed prompt payment legislation.
The letter outlines member feedback, highlighting that the proposed 28-day payment timeline does not align with the accounting, lending, and approval processes of the construction industry. To address these concerns, we shared practical recommendations, including more realistic payment timelines.
Our recommendations include:
A phased implementation with a public-sector-first rollout;
A 45-day payment period from the invoice “cut-off’ date;
Inclusion of transition measures to exempt in-stream contracts; and
Development of proper invoicing guidelines to improve clarity and reduce administrative burden.
The letter reinforced CHBA BC and UDI’s commitment to working with the BC Government on prompt payment solutions that reflect the real-world timelines of housing delivery and payment processes.

Member Survey on the Energy and Zero Carbon Step Codes
CHBA BC is gathering member feedback through a short survey to help shape discussions at the upcoming Energy Step Code Council (ESCC) meeting in September. The ESCC is an informal advisory body to the Construction Standards and Digital Solutions Branch (under the Ministry of Housing and Municipal Affairs), providing direct feedback on policy development and the implementation of the BC Energy and Zero Carbon Step Codes.
CHBA BC holds two seats on the ESCC and is collecting member feedback on key issues for discussion at the September meeting, amid the independent review of CleanBC.

The newly established Building Innovation Task Group will explore innovative housing solutions and practices that enhance housing affordability, quality and performance. Composed of volunteer members from each of CHBA BC’s local HBAs, this group seeks diverse perspectives, evidence, input, and/or research on housing solutions for the province.
